Environmental Regulation for the implemetion and operation of petrochemical industries in Parsian Energy Intensive Industrial Special Economic Zone

Client: Iranian Mines and Mining Industries Development and Renovation Organization (IMIDRO)

Location: Hormozgan Province, Iran

Commencement: March 2019

Completion: July 2019

Project Description: In order to avoid sales of raw natural gas and creating added value and employment in the southern coasts of the country, eight areas were site selected for energy intensive industries. First priority and land number 1 is located in the west of Hormozgan with an area of 10,000 h, in Parsian Site. The development goals of this site were production of 18MT/Year of petrochemical products, 4.5MT/Year of steel and 300,000T/Year of Aluminium. Rah Shahr international Group was prime consultant of this project and also responsible for reviewing the master plan.

Services: Based on the master plan, the major portion of Parsian Special Economic Zone will be allocated to industrial use. Similar experiences in country show that accumulation of industries may cause health and environmental problems. Accordingly, legal and organizational requirements need to be established by competent authorities, and be fulfilled by investors and operators to prevent environmental issues.

At the request of PEISEZ, SAM Rahshahr gathered a series of applicable requirements for petrochemical units in Parsian Zone considering national laws and constraints, and international environmental requirements and guidelines (e.g. IFC, EPA, US federal codes), added by Parsian specific EHS requirements. It comprises “establishment of petrochemical units” and “operation of petrochemical units”. Every petrochemical investors in Parsian Zone are expected to satisfy these EHS requirements as an annex to their signed contracts.
