Project Description: Due to changes that occurred after the collapse of the Soviet Union and subsequent structural changes in international relations, the region of Caucasus and Caspian littoral states became important in the regional and global equations. This importance coincided with the end of the Iran-Iraq war and the entry of Iran into the construction era. During this period, Iran sought to enter into the global economy and attract capital and consequently seek new knowledge and technology. Creating the free zones was a policy to achieve these goals.

Based on this policy and the approval of the government in 1996, Anzali Special Economic Zone was founded for developing the relations with CIS countries. In 2003 this zone became Anzali Free Zone with an area of 3,200h.

Later on in 2014, 6,500h was added to this zone and the area of Anzali Free Trade/Industrial zone reached to 9,700h. In the same year, Rah Shahr International group was selected as the master consultant for preparation of the strategic and master plans for development of this zone.

Services: As one of the members of Rah Shahr International Group holding, SAM Rah Shahr was responsible for completing various tasks in this project. After numerous studies and follow ups as described below, and considering the environmental issues of this region, efforts were made to avoid the development of industry in this zone. This zone was suggested suitable for a commercial hub between Iran and CIS countries. These studies included baseline studies, natural hazard studies, environmental pollution monitoring, ecological and environmental capability evaluation studies as well as tourism and ecotourism development studies.
